The Negima?! Haru OVA is just a side story to the original Mahou Sensei Negima! series based on one of the earlier chapters of the manga series. This was a decent one actually, and was quite funny at times.
Animation
Compared to the original Mahou Sensei Negima! series, the animation has improved a lot. The colours are cleaner, the characters look a lot nicer and the hair colours are reverted to what they were supposed to be (e.g. Chisame's hair is brown and not green). This was the exact same kind of animation used in the spin-off series, Negima?! Personally, I like it a lot better than the original series. The backgrounds were pretty good, but there wasn't much use of them to the story. Lastly, about the OP and ED sequences, the OP animation was actually part of the story and the ED was randomly animated parts of the manga that was never part of the original series.
Sound
One word about the opening theme: KAWAII! The OP theme was probably one of the cutest songs I've ever heard, sung by the seiyuu of Asuna and Negi, the main characters. The ED theme wasn't as cute, but both of them fit in with the actual story. The voice actors are the same as the original series, and they do a good job of it, portraying the characters of 31 girls in Negi's class. There was background music when necessary, and fit well with the story.
Story

Negi gets Asuna mad, the class does something about it and they make up afterwards. Not that it's not a different story or anything, since this was never animated in the original series, but they could have added some other stuff, like another adventure. Also, Negi doesn't use his magic much (actually, I don't think he uses it at all if I correctly). So the story, really isn't all that interesting. However, there is humour throughout the story, so that kept me watching it until the end.
Character
The characters don't develop much in this, considering it's only half an hour long, but Asuna's and Negi's relationship seems to develop a little. Anyway, each of the characters has his or her own personality, and that makes it all the more enjoyable. 32 personalities in one series, it's amazing...
Value/Enjoyment
Rewatch value: 5/10
The story really isn't too interesting, but the only thing that's really any decent about this is the added humour. Rewatching it for the story is pretty useless, but it can kill some time. However, you can probably laugh at the jokes a few times before they get dull. I enjoyed the jokes actually.
Some other stuff to note (skip this section if you want)
This show does make a few references to Pani Poni Dash!, considering it was from the same director. And also, there are character profiles between some scenes, so you can get to know them a little bit better.
Verdict
If you really enjoyed watching the two Negima series, then you're going to like this. Watch it if you want, but you're not missing much if you don't watch it.
